Construction Management / Program Management

The owner selects a construction manager (CM) to represent them and hold all contracts with subcontractors, and team with their selected architect/engineer (A/E). This method allows construction to start before design is complete (i.e. “fast-tracking”). Under CM format, unlike other methods, the owner maintains the greatest flexibility of involvement with project decisions as the CM A/E team manages routine project tasks.  

Generally CM contracts are written in two ways.  The first contract form, ‘As-Agent’, has the manager representing the owner to coordinate the project from start to finish.  Under the second contract form, ‘At-Risk’, the construction manager directly holds all or some of the subcontracts, making the construction manager fully liable for timing and total cost.
 

Program management is similar to construction management during the design and construction phases. The difference between the two delivery methods lies in the degree of involvement before and after actual construction. Program management begins much earlier in the process. This knowledge is used to best plan and execute the activities leading to construction. After construction and commissioning are complete, the program manager remains involved until full utilization.
